is it worth playing UP sanji with rotation coming?

So I have UP sanji minus the eb03 reijus, which are a scavenger hunt to get hands on where I live. And I mean not a single store has it in store countrywide, eb03 boxes didn't make it to my region thanks to scalping, so it's a big maybe if I get the reijus before rotation. Thing is, rotation takes away red roc and that's a huge hit for the recently recieved reiju which made UP sanji a top tier anyways.

Do you guys think sanji can stay top tier without red roc with the op15 blue sanji blocker as a new buff? or is it a now or never situation? If so I would incline to sell the core and give up on it
