Stuttering on 5080 + 9800x3D

I am using a 5080 and 9800x3D with 32gb of ddr5 ram and I'm getting stuttering ocassionally where the game will freeze on a frame for a second or so and then resume. Im playing on borderless window with frame skip off and my refresh rate capped to 60. Changing frame skip doesnt seem to do much. Putting game on fullscreen causes constant stutters. I dont have any stuttering in CS2. Is this normal?
