How realistic is this film as a sequel? (Or should it be a prequel?)

I don't know if I missed some details about the Soderbergh project - what I read had almost nothing about actual plot - but this seems like a fundamental question to me.

Could this film really take place after The Rise of Skywalker? Would fans be able to suspend their disbelief?

It seems to me like maybe there's arguments to be made in favor of going the easier route and doing it as a prequel instead.
