When plantilla items are vacant but COS employees are still stuck… make it make sense!

So some of our regular employees are currently being interviewed for promotions. If they pass, their positions will open up — which should create opportunities for those next in line, right?

And ideally, it could finally give our long-serving Contract of Service instructors (some already with master’s degrees) a chance at a regular plantilla item.

But here’s the thing… even now, we already have several vacant plantilla items in the department. And yet, none of the qualified COS employees are being absorbed.

So the question is — if existing vacancies aren’t being offered to them, what exactly are we expecting to happen if more positions open up?

At this point, it’s hard not to wonder:

Are the vacancies really “open”?

Is there something happening behind the scenes?

Or are some people just being kept hopeful indefinitely?

No accusations. Just observations. But when qualified people remain contractual despite available plantilla items, it does start to feel… fishy.

Anyone else experienced something like this in their institution?
