TEDF to Busan but got last-minute email to pick up bags at ICN

I’m flying YVR → ICN on Air Canada and connecting ICN → Busan on Korean Air (one booking). The Korean Air website says for Transit Exclusive Domestic Flight I should NOT go through immigration at Incheon and that baggage will be checked through to Busan. At check-in my bag tag was printed to PUS, but about an hour before departure I got an email/text saying I need to pick up my bags at ICN. Korean Air chat said Air Canada controls the baggage transfer and couldn’t confirm. Layover is ~2h25. Has anyone had this happen — if the tag shows PUS, did your bags actually transfer or did you still have to collect at Incheon?
