Started replaying after several years, how do I fix the long ass loading times on PC? (Also how do I reenable achievements with mods)

I downloaded a mod that said it would fix it but the loading screens still take upwards of 20-30 seconds. I have good enough specs where it should NOT take that long. And also how do I enable achievements with mods I downloaded a mod for that too but that’s also not working 🙃
