Flins c2 or r1

I currently have flins c1. I have him on the nodkrai craftable, its r3 right now. Should I be going for his c2 or his signature weapon? I have ineffa (cor0) so I mean if I get his weapon that would give ineffa a significantly better weapon than what she has now (wavebreakers fin) yes I know it's a weird weapon but I literally do not have a better weapon for her, it was already Ivl 90.
