Kurt Caz is right. Europe has a serious problem with "Doctors and Engineers". Europe also helps destroy and destabilize their home countries, helping bomb the few roads and hospitals that they do have for Doctors and Engineers that actually do want to stay in their countries.

This is a question especially for Western Europe, but are the natural resources and meddling in governments of so many underdeveloped countries really worth all the beggars, scammers, and thieves on your streets otherwise draining all of your public assistance programs? Somehow, none of these issues ever once existed in Europe until the first boat of economic migrants arrived.
