Don’t you think resistance at peace time is somewhat unrealistic?

Question

I understand during war resistance should be relatively high especially in a Poland vs Germany scenario.

But i think during peace time, especially with high stability and/or claims, in most cases wouldn’t occupied/conquered territories be relatively low resistance and if anything compliance should rise rather quickly?

I understand hoi4 is really relatively short compared to say vic3 or eu5 but surely after a war of conquest territorial incorporation to the now expanded state be a very high if not the highest priority of the conquerer, which in game would be the equivalent of a really high compliance gain and significantly less organised resistance. With the ability to core the state at a later date further down in the campaign.
