[PC/Steam] Regarding Blocking People/Preventing Matching

Hi all, just wanted to confirm if I'm doing it correctly. To block someone after a match, you just go on their player profile then do the "block all communications" option, is that right? That will make it so the game won't match you with them again? Just had the most obnoxious thrower/griefer in a game which prompted me to ask here to double check if I've blocking correctly lol.

And on this note, is there a way to try and block or limit matching with players from certain regions altogether to minimize lag? I imagine not but worth asking.
