Dog refuses water after surgery

its been almost 7 hours since she's been brought home after getting a large fleshy mass removed from her backside. I'm not sure what the vets gave her there, but to my knowledge it's now been over 24 hours since she last had water.

she's got an appetite. crying for food as I type this. she was ready for food the moment we walked in the door, but due to doctors orders had to wait a couple hours. she ate fine.

when offered water however she turns her head away from it. is this nornal? if it matters, she got her rabies vaccine while she was out during the operation. even mixing food and water and turns from it. Just food however she's ready to take my hand off.
