How to get ringlet curls to stay for dance competition in a 5 y/0 with very straight fine hair??

As the title says, my daughter has the straightest hair. Not even a smidge of texture or a single wave, even when wet. Pin straight. We need to have her hair in a high pony tail with ringlets for her ballet performances with the remainder slicked back with gel.

The problem is, I have natural curls so only ever used to do rag curls back in my childhood dance era and I’m at a loss for how to get her her hair to stay curled! I’ve tried with a curling iron and lots of hair spray but it just doesn’t last more than maybe 45 min. Especially for something like dance where they are moving a lot. Any suggestions appreciated! ❤️
