Suggestion on plot purchase

Would you recommend buying an HMDA plot in Mokila? What is the current average price per sq yard? I am considering purchasing the plot for end use, possibly building a house after 5 years.

For this purchase, I plan to use the money from the sale of another property to reduce taxes, and for the remaining amount, I am planning to take a mortgage on an existing plot of mine. Do the banks allow this type of transaction? If so, will they give the mortgage based on the market price or the government-assessed price? And up to what percentage of the land value do they typically lend? Thank you!
