New in Malta and looking for it

Hi from Swieqi/Pembroke, I’m new in Malta and will be staying here for a year. I come from the Netherlands so you already know I’m used to it all lol.

I saw online that I need to have citizenship to buy from a club, is that true? How long does it take for me to get a Maltese ID? And for the moment, does someone know like a plug I can go to in the meantime?
