Circuit breaker on spectacle island causing npcs to go hostile and failing quests related to those npcs

Has anyone experienced this?

I was doing some building and I was sick of the power level showing red on spectacle island, figured it was from not using the ships power so decided to hook that up again and was messing around and flippped the breaker in the central building near the workshop and it caused gage from nuka world my current follower to aggro and I failed all nuka world quests
