Upwork says free Connects, checkout says minimum purchase. What’s going on?

I got an email today from Upwork saying: Here are 100 free Connects.

Sounds simple, right?

So I followed the exact steps in the email.
Applied the promo code.
and then this message pops up: This promotion is for $15. Please select an amount equal to or greater than the promotion value.

My question to upwork is where exactly was this mentioned in the email?

Calling something free and then asking for a minimum purchase at checkout is not an offer, it’s confusion.
Not angry, just tired of reading fine print that doesn’t exist.
