Should I leave Wrinklers on when I turn the game off?

When I turn the game off, i get 80% of my cps per hour. I know wrinklers don't suck up any cookies when the game is off, but do they affect my general cps? For instance if my actual cps is 68 and it is 23 from being withered 60%, does the game use the withered or unwithered cps to calculate how much I get when the game is off?
