How does Sadistic Obsession work if it is attached to an opponents creature?

Hey I've been looking up trying to find the ruling on [[Sadistic Obsession]] if it is attached to my opponents creature on their turn.

First who controls the enchantment, is it me or the owner of the creature?

Second if I still control it can I tap it on their turn to get the effect?
