Advice tracking down my foster records with Virginia Dss. What hurdles will I face to obtain?

Today I received 130 page document pack via a file for 2004-2006 while I was a foster child. I also was a foster child in a different county between 2002-2004 in Henrico Co, Virginia as well as an adopted child between 2006-2010. Im seeking both records of 2002-2004 and 2006-2010.

What am I up against with Henrico Co, Virginia? I feel the adoption part will go more smoothly, but im nervous of the hurdles I will face with both. Persistence does pay off here, im sure!

Has anyone had experience with these matters?
