Binding demon

I’m playing an echoing strike build. I read that fanaticism + cursed is BiS for binding demon’s aura. But I thought echoing strike doesn’t use attack speed and attack rating? I saw in a couple of places that it’s bugged. Ias and attack rating supposedly doesn’t work and it uses fcr instead. Can someone clarify this for me? Thanks.
