[FIN]Can scammers take loans in minors name?

Hi, If scammers get a picture of my passport, which includes my ssn, is there a high chance that they could get loans or credit in minors if they are 17. In my country thats almost impossible because strict laws, but can they apply for loans internationaly, and of they do it succsesfully, is the bank or loaner at fault?

The situation went like this, I had an online casino account with casino called sportuna, and as a part of a KYC process I had to send the picture of my ID. The casino itself might not be a scam, but I suspect that they do not have a active license. They dont have any of my banking information, but have a pic of my passport and ssn. I know they can use these for other scams, but what are the odds for them taking a loan or credit card.
