guy im talking to never asks to hang out

so ive been talking to this guy for over 1 month now and we text 24/7. weve hung out twice. the first time was when i was at the library and i told him he could "join me" if he wants.

3 weeks later we were still texting but he never asked me to hang out again so i ended up messaging him "when r u gonna ask me out" and he said "r u free next week" and i said "yes" and then he just changed the topic completely. i ended up ghosting him for a couple days and then he finally messaged asking me on a date. so the next week he picked me up, took me to a restaurant, and payed for everything, but it was honestly kinda awkward and i felt like he didnt really wanna be there (he is really quiet/shy so it mightve just been that), he was asking a lot of questions and stuff but there were just a lot of silent moments in between. at the end i asked him why he doesnt like hanging out and he said "i do" and i said "then why dont u ever ask" and he said "idk im just dumb". i left the date feeling so awkward and weird 😭.

however that was 2 weeks ago, and we've been texting even more recently so i wanna hang out with him again but i dont wanna have to basically ask him for the third time, cause i know he has something discomfort with hanging out i just dont know why. i know theres like a 2% chance hes ever gonna ask me out again, so idk if i should just ask him this time or like really strongly hint at wanting to hang out again or should i just ditch this man all together idk plz help
