What's the deal with law enforcement?

I've seen the guys in black and then the guys in green. From what my parents told me, black is private security and green is public security.

Which makes no f-ing sense because the black uniforms are literally everywhere and it really seems like the black uniform are a government agency. The green ones seems only be really around important places like subway stations, tourist places, and the like. Are they like a gendarme?
