Trying to start Judy questline and can't 😭

so for context im pretty sure a quarter of the way into the game i just barely started phantom liberty. im attempting to romance judy but from what I've researched you need to do her questline problem is she has called me, she has messaged and its alittle annoying as ive been at this for a minute ive completed all the quests with her for Evelyn and i did the voodoo boys question in the net and met Johnny's digital ex... please help a girl out😭
