Do restaurants truely not get any of the cancellation fee?

Ordered some boneless chicken for delivery, wasent happy when after 25 mins they tell me they are out of stock and I wasent content replacing it with an entirely different item. I cancelled the order (the store just kept offering alternatives), now I understand that i ignored the warnings saying id be charged the full price because the store has already started to 'prep' my order (which was untrue) but I figured I could deal with that via chat (oh boy was i mistaken), the AI chatbot just keep stonewalling me saying I cancelled, my doing, couldn't speak to anyone. (I ended up securing a refund through thier facebook).

Anyway after the AI chatbot stonewalling I called the store saying ill come collect my refund (yes I know uber is the payment processor but I still hold the store responsible in this case). They obviously explained this too me, but claimed something else, when you cancel an order, even though the justification is the store had already started 'prep'. Uber do not pass on any of the cancellation fee to the restaurant. because during the call my justification was that they would still get the order value (well thier cut per say) even though they provided nothing and had started to prep nothing. he claimed differently, he also claimed (contradicting uber Facebook support) that they dont accept the orders, uber just automatically claims 'prepping' even though the uber chat representive claimed the store 'accepted' the order. the store claims otherwise.

Genuinely curious if this is the case? do uber eats not pay the restaurant anything when they take the full value cancellation fee? and is it true stores dont get to 'accept' the orders uber just forces it on them?
