Thames Water Leak and Victorian Paving - who's responsible for repair?

I have a leak and Thames Water are here right now. They are checking if it can be repaired under the pavement but if not they said they need to dig up my Victorian path (tiles resurfaced a few years ago, not original) but can't restore back to current look.

Can anyone help with my rights? Should I be insisting Thames Water make good or is this an insurance job?
