Visitors Record Withdrawn

Wondering if anyone can help me please.

I’ve been in Canada for 2 years on an IEC visa, which ended in January of this year.

Applied for an extra 1 year visa, and got my POE letter a few weeks ago.

Before my original work permit expired, I was recommended to apply for a visitors record to be able to stay in Canada whilst waiting on my new IEC.

Had flights booked to travel to Mexico (to activate my work permit) this week before the whole situation happened and flights got cancelled.

Was looking at flying out somewhere else, but today got an email saying my visitors record has been withdrawn because records indicated I have a valid work permit.

Has this happened to anyone else before? I feel that without a visitors record I am not legally able to now stay in Canada? Does this have implications of me coming back and re-entering Canada on a new work permit?
