Spain governor locations

Don’t have time to start a new Spain run to experiment myself, so I’m asking the community here.

1. Can Spain build local governors in Africa when the capital is in Iberia? Basically does the Strait of Gibraltar count as road connection?

2. Can Spain build naval governors in Africa when the capital is in Iberia? This one I’m 95% sure it can’t as naval governors have a requirement of “same continent”, but just want to make sure.

I love conquering Mali early game as Spain, and the ability to build governors there would boost this strategy immensely.
