Strength in numbers quest glitch

I’ve come to the glitch in my game where I can’t finish the Strength in Numbers quest. I have the key card, but it won’t work. I know you can bypass it by jumping on to a private server, but is there any other way around it? I don’t have a membership that allows me to do that, and I’m trying not to pay for one just to pass this quest. Any suggestions?
