Does your landlord charge you for snow removal?

Or do they cover it themselves? My landlord charges us tenants for snow removal but other people I speak with in area say the fee is paid by the landlord.

His guy hasn't been able to come for days b/c our street still isn't plowed. So I shoveled part of our driveway, the sidewalk, the front entrance steps, and a path (through 3+ foot snow with drift) to the side entrance for another tenant. This path also created an exit for our garbage bin when we'll eventually be able to take it out for pickup.
