Roses not died back over winter - do you still need to prune them.

I have 2 bush roses in big tubs that have never lost their leaves. They look like they have started growing again now. It’s never been very cold in Oxfordshire. Should they still be pruned. I will be putting them in ground soon will that be ok if they have started to grow ? They produce lovely smelling roses so I don’t want to kill them off.
