Something bothers me about my new neighbor

In my country it is rude if your new neighbor does not introduce themselves to you. So I have a new neighbor for 2 months now and he refuses to introduce himself and refuses to interact with me when he sees me in the hallway. He had no problem introducing himself to my parents, as he thought they were his neighbor, but my parents said that their daughter lives here. I have ran into him in the hallway 2 times now, and both times he just does not say anything at all, he sees me going in and out of my apartment so he knows I'm his neighbor. He doesn't even greet me, as a matter of fact, I could see him from the corner of my eye earlier and when I came out of my apartment he completely froze and approached his apartment carefully, before I took the back door to go outside. I'm weirded out by this behavior because it makes me think something is wrong with me. I have social problems so going to his door isn't an option for me, but he had no problems introducing himself to my parents in the hallway, so why is it so hard to introduce himself to me?
