Is 2.5 gal big enough to breed cherry shrimp?

I got cherry shrimp a while ago, and introduced them to my betta tank— but my betta kept trying to eat them, so I moved them to a spare 2.5-3 gallon tank that I was given a while back (I can’t remember how big exactly, but p sure its that small)

I have a sponge filter with an air pump, water heater, cholla wood, moss, leaf litter, rocks, hiding spots… but is the tank big enough for them to feel comfortable breeding?

I probably have 10-12 in there atm, some juvenile
