advice on tech career - stay or go

they always say grass is greener on the other side so i want to hear your thoughts on this

Current job (worked for 3.5 years):

• 4 day wfh, 1 day wfo (commute time ~30mins)
• nothing to learn, same work everyday, you know more than your team mates, perform better than them, including your manager, but they have no plans to promote you
• manager does not micromanage, but does not know what i am doing as well, only contact for admin issues. cannot rely on him to back me up no matter how well i do
• no annual increment, not even to adjust for inflation. increment only happens when you are due for promotion (which has no fixed timeline)
• low-median pay for tech roles
• your team mates are mostly based in india, you have to work during india timezone and you are not bonded to your team, lack visibility

Do you think it is time to move to a new job or stay? Just to add, I am in my late 20s and planning to expand my family.
