Damac money not being allocated

Long story in short:

I made a down payment for an apartment that eventually didnt went through due to personal circumstances. I paid about 400.000 AED. The sales agent texted me on whatsapp that they would keep this money for me and that I would be able to use it on a new purchase.

Under these promises, I bought a new property. However its been 2 years and they are not allocating my money. I live in Europe and I have traveled to Dubai twice and went to their offices. The first time they promised me it would be solved in 5 days. 3 months later nothing was solved, so again I traveled to Dubai. After a lot of effort they said that because it has been longer than 6 months, the chairman has to approve the fund transfer and that this was going to take 4 weeks. I wrote a letter for the chairman explaining the situation, I would have never made the second investment if the preciously invested money could not be allocated.

Now, 6 weeks later, I receieved an automatic text saying the ticket has been closed and that the department (no clue which one) can’t solve it.

What do I do now?
