Is it okay to free roam rats one on one?

DISCUSSION

I've been having this debate with myself for a few days. One of my rats, Goose, is a bit too intelligent for his own good and manages to get under my bed (somewhere I've blocked off and he STILL manages to get under there) and eat my wallpaper. Because of this, I've had to stop free roaming my rats around the entire room and limit them to my bed. I've been doing 15 minute one on one time with four separate sessions to make the time they're out about an hour, but I do wonder if I should be giving them time together outside the cage too. It's not forever, just until I figure out how to stop Goose getting under my bed. I feel like a bad owner sometimes because of this though, like I'm not providing them enough enrichment like this. I have to ask, is what I'm doing ethical?
