Can i just follow the basic rules when making a CoA while completely disregarding the rules specific to certain countries (like britain)?

I do not live in a monarchy, and when we used to be one im not even sure if we had rules of heraldry. So can i just completely disregard western rules which say only a certain noble title can use certain symbols, while following only basic rules like RoT?
