Why is Tenpenny Tower located so far away from DC?

Fallout 3

Putting gameplay and narrative reasons aside, why do you think Tenpenny Tower is located so far away from any other tall structures?

It is, to put it conservatively, an impressive and ornate apartment building, incongruously located in a neighbourhood of large, detached suburban houses, presumably in what was the pre-war (fictional) town of Warrington, VA (to go by the local metro station). The rail yard nearby suggests that Warrington was a terminus for either the blue or white metro line, and was therefore (presumably) a peripheral suburb of the DC area. Why build such a conspicuously large building there?

Even if we suppose (like the Fallout.Fandom wiki entry for Warrington Trainyard suggests) that Warrington vaguely draws on the IRL quite leafy and provincial Warrenton, VA, the tower is still located an hour by car from central DC. Michael Masters tells us from memory that the tower was a resort, one possibly built atop a plantation; but why build such a tall tower, and one so far away from DC, in the first place? The tunnels connecting it to the underground rail network suggest something akin to a shelter or bunker, by why not build a dedicated structure like those found elsewhere? And if it was intended as shelter, then why locate it beneath a civilian building whose size dwarfs everything around it?

I hand these questions over to you.
