9070 XT underwhelming performance

Hi everyone, so I recently picked up a 9070 XT and scored quite low after running the Steel Nomad 3DMark test. It looks massively under average for the card itself and am hoping someone might have some suggestions for what it might be. Test results: Results

Seems to be drawing 300W, maxing out, neither CPU or GPU getting hot. I'm at a loss, any help is appreciated!
