Yearly land tax - where to report change of address?

Each year the landlord needs to pay the tax for owning a property. The landlord does not live in the property therefore he had put in an address in a different country upon our purchase. This was all taken care by the notary for an additional fee.

Now the landlord has changed address and does not know where to report this change of address to start receiving the yearly letter to pay tax at the new address. Any one knows where to do this? Which ministry?
