Getting a CRBA from inside Syria

I've been in touch with the US Special Interests Section in Damascus (Czech Embassy), but they no longer process US citizenship applications. Given Syria's current situation, I'd like to apply for my child's American citizenship and passport through the US Embassy in Beirut or Amman or even Antalya..

Child's details:

• Born in Syria to an American mother and Syrian father
• Birth certificate from Syrian hospital (translated and certified)
• Civil marriage certificate (translated and certified)

Father can't travel ; can we proceed with the application without him? What alternatives do we have given Syria doesn't issue passports?
