Its unjust for God not to send some people to Hell

If Allah/God is considered just for sending people to Hell, its unjust for him to have mercy on someone who is Hell bound and rescue them.

Abrahamists claim that Hell is a form of justice and that sending people to Hell forever is just. Using that logic, lets say there is a guy who deserves to go to Hell forever but God decides to not send them to Hell. This would be unjust because it is the opposite of the just action of sending that person to Hell.
