Some Star Note questions

I got some question from the star note:

1. How do you unlock the blue beach? Is it something from a quest or like rebuild like the bus stations?

2. It said to complete 20 Solara's Islander Registration Quest, is this something that will just appear later since i have not seen any and I have interact with her on a daily basis.

3. Another questline seem to have to find special items from the Green Pasture Ranch and give it to mentors, like with Solara, my daily routine goes by the ranch but I have not seen any items on the ground
