Shopping App Rewards Exclusions Question

Hi! My husband’s looking to preorder the new Samsung Galaxy S26 Ultra from Best Buy and we just got a 14.5% Rewards offer. In the terms, it states “Not eligigle for prepaid, mobile plans, mobile broadband, or TV or internet service providers.”

Would this include the purchase of a Samsung phone? Or from that sentence, does it sound like the phone would be included in the 14.5% rewards offer?
