Being charged $22 more, 5 months later?!

I bought a dbrand case for around $50 back in September - US delivery.

FedEx is suddenly asking me to pay an additional $22 in duties/taxes/fees from a package I received 5 months ago.

1. Is this legit?

2. Am I required to pay it?

3. What if I don’t pay it?
