Locator Bar not working with gamerules

I used /gamerule locator_bar true, and it was confirmed to be enabled, yet it can't locate anyone, even my friend who wasn't crouching or invisible and was standing right in front of me. Because it was disabled from the start of the server, I think it has to do with the server itself. I'm running Paper on 1.21.11 on Lagless hosting. Any solutions?
