Dormant power helps discover staves stacks or not?

I main Recluse and I know you already have that dormant power from base. My issue is that in some runs I often end up finding the least amount of Staves possible throughout the whole run. Would I have more chances if I have one relic passive with that extra dormant power or would it be the same?

Like does one stacks with the base passive or not?
