What computer is the best option for my use case?

I'm a traditional artist who draws as a hobby, but I intend on becoming a professional who creates digital illustrations and manga / comic books. I want to get a pc for my digital art (currently have an old laptop and a budget android tablet), but I'm not sure what are the best options for me. Do I get a Windows pc or should I go the Apple route (Mac mini, MacBook pro)?

I'm mainly planning to draw in Clip Studio Paint and Photoshop. I've never used MacOS or any Apple products before, but I'm willing to learn if they turn out to be better alternatives to Windows. Also, I want to move countries in a couple of years, not sure if that's relevant, but it seems that moving with a mac mini/ macbook would be easier than with a Windows pc.

I want to know what product gives me the most value for my money. Storage and Ram recommendations are also welcome!
