Friendly neighborhoods?

I want to by a house soon. Townhouse or single family. Less than around $700k.

Can anyone recommend a super friendly neighborhood with events/activities? Or even just neighbors who are outside and are social. Right now my neighborhood feels like no one even lives there and it’s sad.
