Can someone explain the Taliban flag?

Like, I understand it is writing, but I can't comprehend the structure and organization of it all. Is it highly stylized or short handed? If you look at English, it's extremely structured. You have letters moving left to right, the height is standardized but subdivided on a standard, there may be random dots here or there but those are also standardized. You look at Chinese, and everything is pretty standardized too. There are characters that move from top to bottom, each character can be it's own mess, but can be subdivided into like left and right, top and bottom, so like 4 or maybe 9 subspaces within the character. You look at the Taliban flag and that shit is all over the place man. You have some things that are full height, some that are half or quarter height. There's shit all over the place. There's random W's everywhere filling what could be empty space. There's no consistency of letter width from left to right. What the fuck is actually going on? Can someone who understands the language and/or writing system explain the flag?
